Department of Manpower and Employment
     
  The Department of Manpower and Employment is a newly established department under the Ministry of Labour Relations and Productivity Promotion, in terms of the Gazette  Extraordinary no 1640/31 on 12th February 2010 and is operative  with effect on 1st January 2010.

This department was established to carry out the functions enforced by the former Employment Division of the Ministry in an efficient and methodical manner.
   
  Accordingly the following   functions are vested with this Department at present.
   
    1. Formulation and Implementation of the National Policy on Manpower and Employment.
    2. Employment Creation and Promotion.
    3. Career Guidance Programmes.
    4. Collection, Analysis and Dissemination of Labour Market Information.
    5. Services offered by Jobs net.
    6. All matters connected or incidental to the above subjects.
     
Department of Labour
   
  For the protection and welfare of labour, during the past eight decades, over fourty legislations have been enacted covering a wide spectrum of activities. Basically, implementation of these has been the task of the Department of Labour. In addition, the Department has also been involved in activities such as worker education, human resources placement, labour market information, Social dialog and monitoring complains, social development and quality of work life. 
   
  The following are the main activities carried out by the Department of Labour:
    Power of Functions Enforcement of Labour Laws and settlement of industrial disputes.
    Power of Functions Implementation of Social Security Schemes.
    Power of Functions Monitoring occupational hygiene and prevention of industrial accidents.
    Power of Functions Regulating employment of persons, undertaking planning and research in the field of labour, educating social partners with a view to promoting employer-employee relations.
    Power of Functions Labour Market Information Service.
    Power of Functions Collection, compilation and dissemination of Labour Statistics.
    Power of Functions Registration of Trade Unions.
    Power of Functions Work closely with the Ministry of Labour Relations and Productivity Promotion in fulfilling Sri Lanka 's obligations as a member of the ILO.

Employees provident fund (EPF)
       
  The EPF has been established under the EPF Act. No 15 of 1958 to provide pension   benefits for the employees in private sector and this is a legally binding contributory pension scheme. Collection of contributions, surcharges and income; investment of  surplus capital; maintenance of accounts for the registered employers and employees and making payments for claims to the members are functioned under the  Monetary Board of the Central Bank of Sri Lanka.
       
  The main activities executed by the EPF are,  
    Power of Functions Enforcement of the Employees Provident Fund act.
        Registration employees in EPF, maintenance of personal files of contributors, collection of   Contributions, surcharges and recovery of the EPF payment defaulted by the employers.
    Power of Functions Contributions to the EPF
        EPF is a legally binding contributory pension scheme to which both employer and employee must contribute. It consists of minimum 8% of employee and minimum 12% of employer which added up to minimum 20% of the net earning of employee.
    Power of Functions Payment of benefit for the claims.
    Power of Functions Operation of housing loan facilities for the membership under this scheme, housing loans.
    Power of Functions Up to maximum 75% of EPF balance are granted and remaining balance is kept as a security.

Office of the Commissioner for Workmen’s Compensation
   
  The Workmen's Compensation Ordinance provides for the payment of compensation for injuries suffered by workmen, including the causing of death in the event of injuries or death resulting out of or arising out of course of employment. A schedule of payments to be made depending on the nature of the injury is set out in the said Ordinance. Many established employers have taken out Insurance covers in respect of such contingencies.

The Commissioner of Workmen’s Compensation is in charge of the implementation of the provisions of this Ordinance and he is empowered to hold inquiries and determine the quantum of compensation payable. The Ordinance also provides for sickness due to occupational disease and provides for the payment of compensation in such instances too.

Shrama Wasana Fund Board
   
  The Shrama Wasana Fund was established under the Shrama Wasana Fund Act (No. 12 of 1998). And its administration, management and control are vested in a Board of Trustees consisted of:
   
      i).
    the Secretary to the Ministry of the Minister in charge of the subject of Labour who shall be the Chairman of the Board;
      ii). a representative of the Ministry of the Minister in charge of the subject of Finance;
      iii). four persons appointed by the Minister in charge of the subject of Labour
         
      The objectives of the Fund are:
      a). to promote the welfare of employees;
      b). to provide financial and other assistance to employees when the institutions they were working in, are closed down without prior notice;
      c). to provide medical and other facilities to employees in times of emergency ;
      d). to provide temporary assistance to employees when inquiries are instituted against them ;
      e). to provide financial and other benefits to employees or their dependants, in times of Distress.
      f). To give awards to persons who have rendered put standing service to employee welfare.
 

In order to achieve these objectives, a lottery called  Sharma Wasana is conducted  by the National Lotteries Board as agreed between the Fund and the Lotteries Board and the proceeds of the lottery are paid to the Consolidated Fund.

Sri Lanka Jobs Net Ltd
   
  The “Rekiya Piyasa” Programme has made a limited liability company, bearing the name of “Sri Lanka Jobs net Ltd” in the 4th Quarter in 2006. It functions under the Ministry and administrated by a board of directors comprising of tripartite representation. One of the main objectives of the institution is providing employment opportunities for job seekers considering their competencies, skills and qualifications, irrespective of political and other influences. The facilities provided by the institution are:
   
      Power of Functions Online employment network (www.jobsnet.lk) under which the job seekers can get registered and find suitable employment opportunities.
      Power of Functions Seventeen “Rekiya Piyasa” centers island wide where the job seekers can attend and obtain relevant information and also apply for local and foreign employments.
      Power of Functions Matching the job seekers in respect of their qualifications with required qualifications of existing jobs and directing the qualified applicants to the potential employers.
      Power of Functions Assessment of job seekers’ skills and capabilities in regard to the demands in labour market through the occupational counseling service.
      Power of Functions Providing guidance for job seekers whom having insufficiencies in competencies, to obtain relevant trainings and skill development opportunities and there after re-directing them to suitable employers with confidence.

National Productivity Secretariat (NPS)
 

The NPS was established in 1994, under the Ministry of Industries and in 2001, its functions were transferred to the Ministry of employment & Labour. After this transfer, the NPS was strengthened and a new office was established. From year 2005 onwards, the NPS has been considered in budget estimates as a separate project under the Ministry of Labour Relations and Productivity Promotion.

  The Objectives of the NPS are:
    Power of Functions Encoring the development and improvement of the nation's labour resources to improve international competitiveness.
    Power of Functions Contributing to increased individual productivity through innovative approaches to labour management relations at enterprise level and within the public sector.
    Power of Functions
  • Initiating reforms of those aspects of the nation's legal framework including public service rules and regulations that impede productivity growth.
    Power of Functions Coordinating the nation's productivity enhancement efforts to avoid duplication of effort and provide focus to productivity programmes.
    Power of Functions Contributing to improved resources management in both public and private sectors.
    Power of Functions Establishing national productivity standards and targets taking due account of the different circumstances in various sectors and industries.
    Power of Functions Raising awareness of society at large on the nature of productivity and the importance of productivity improvement to individual well being and national progress.
    Power of Functions Assessing new policy initiatives of other Ministries and agencies, with a view to advising on policy adjustments required to ensure their maximum compatibility with productivity movement.

National Institute of Labour Studies (NILS)
   
  NILS is an autonomous statutory body functioning under the Ministry of Labour Relations and Productivity Promotion. The NILS is established with the mission of ‘facilitating tripartite constituents to develop and maintain productive labour relations through education, research and training’ In addition, the NILS has the following broad objectives:
   
      Power of Functions Strengthen employer- employee relations..
      Power of Functions Enhance labour productivity.
      Power of Functions Increase awareness on labour laws.
      Power of Functions Facilitate the creation of a decent work environment.
      Power of Functions Empower workers and assist the, to build up self dignity.
      Power of Functions Strengthen trade unions and enable to face emerging challenges.
      Power of Functions Encourage tripartite constituents for a productivity social dialogue.
       
  National Institute of Occupational Safety and Health (NIOSH)
         
  The NIOSH is vested with the following functions and services:
      Power of Functions All functions in connection with advising the Minister on the establishment of a National Policy for Occupational Safety and Health.
      Power of Functions All relevant studies, researches and analysis in setting up of National Standards on Occupational safety and Health.
         
    In order to achieve results out of these functions, following activities are to be performed.
      Power of Functions Conducting relevant research and studies and develop designs of safety guards for plant and machinery as well as safety procedures relevant to construction works and power installations.
      Power of Functions Conducting relevant research and studies and develop systems for the elimination or mitigation of hazardous working conditions.
      Power of Functions Developing or modifying work places to be ergonomically smart.
      Power of Functions Monitoring and developing suitable remedial measures in order to attain a healthy working population.
      Power of Functions Monitoring environment and maintaining a high hygienic condition.
      Power of Functions
    Educating and training professionally personal on Occupational Safety and Health.
      Power of Functions Inducing awareness of Occupational Safety and Health to all working population.
