section provides the information on industrial disputes, Strikes,
implementation of labour laws, minimum wages, industrial safety
and health, compensation ect, which reflect the labour market
security and flexibility

As shown in the table 4.1, the overall number of inspections
conducted has increased in year 2006 with compared to the previous
year.

The number of cases filed under legal enactments against employers
who violated the laws during the period and the amount due
to be recovered to maintain the labour market security is
as follows.

The
number of cases filed has decreased in year 2006 with compared
to the previous years. This reflects somewhat reduction of
violation of the law by the employers. The reasons for this
trend would be the combination of strengthening the enforcement
mechanism and the initiatives taken to maintain for industrial
peace and harmony

As
shown by the above table, number of inspections and programs
conducted has increased. However the impact assessment has
to be conducted to evaluate the effectiveness of these inspections
and programs.

Industrial
disputes are costly and damaging to organizations and employees
alike. Preventing industrial disputes are not always possible
. However, organization’s culture and procedures should
be created in order to prevent or reduce potential conflicts.
As
shown by the table 4.6 the number of dispute cases received
has decreased continuously. It is a positive indicator which
reflects the industrial peace and harmony. However the measures
have to be taken to strengthen the settlement procedure.

The Colombo district continued to record highest number of
industrial disputes in the first half of the year 2007 as
it was in 2006. However the received dispute in Colombo district
has dropped by 45% from January to April 2007.

The
strike index has been decreasing continuously reflecting the
enhancement of the industrial relations towards the industrial
peace and harmony between employers and employees, which may
create grater flexibility and security in the labour market.

Man days lost per employee due to strikes has fluctuated during
last 10 month, but the trend is decreasing. However in December
2006, it has jumped up to 25.14 days in the estate sector
due to major strike occurred in plantations.
